No, Only VIPAdmins have World Edit

Well since we had no admins for quite a long time i never establised a set price requirement for vip admins, what im going to do is take out vip admin rank and leave the normal admin rank because vip seperations only go up into promoter then there is no more vip mod or epic mod etc because the whole idea of that is just a mess, so the requirement for becoming admin is now 60usd because the vip rank for world edit is 100usd so i'd say the work and longer time it takes to get vip replaces those 40 extra bucks
