fudging server lag

how the hell am i ment to build if this is what i get???

I only lag when Windows is installing useless updates or my mom is watching a YouTube video. But the worst lag is when Windows is installing useless updates and my mom is watching YouTube videos. When that happens minecraft has only like -4 FPS and the game is unplayable and the chat is lagged up to 30 seconds or I might just disconnect due to Ping Timeouts

my pc runs single player fine, the only lag i get is on servers placing stairs....so annoying!! and i have 4 bots running on my pc for another game, and youtube, and the foum,,,that might have sommet to do with it.

I never lagg unless it'ss server lagg.
